Relocation Directive
for decentralisation

The Public Service Commission has issued a new Directive setting out the processes for relocating staff under the decentralisation program.
   Directive 1/12 Decentralisation Program – Workforce Arrangements sets up a transparent and consistent process for relocating employees under the program and managing those who do not want to be relocated.
   According to the Directive, the purpose of the relocation program is to move workplaces from inner Brisbane to urban locations in order to improve service delivery access, stimulate local economies, reduce urban congestion, improve workplace flexibility, and provide opportunities for employees to reduce commuting time.
PSC sets out the rules
   The Directive says to effectively manage decentralisation programs PS agencies must work together and employee support programs will be provided.
   It says relocation will be on the basis of work units and/or functions; employees’ preferences will be canvassed and factored into the process; and employees will be provided with sufficient information to inform their preferences.
   The Directive also says decisions are to be made in a timely manner; be made openly and transparently; and flexible enough to achieve the decentralisation aims as well as focus on ensuring workforce resources are used effectively.
   It says a number of criteria are to form the basis for determining which work units and/or functions, and from which agencies, will be relocated including employee preferences and the agency’s strategic direction.
   “Once work units have been determined, the agency must undertake specific employee engagement processes with decentralisation opt-out employees,” the Directive says.
   “Where a decentralisation opt-out employee has indicated a preference to remain in their current location, the agency will, wherever possible, match the employee with opt-in employees.
   “Where a decentralisation opt-out employee has not been placed in another suitable alternative role six months prior to the relocation date, the agency may refer the employee to the Central Workforce Management Process.”
   The Directive also outlines the Central Workforce Management Process saying it will match decentralisation opt-out employees with opt-in employees at level from any agency.
